Terms of reference for engagement of a firm as independent verification agent of the state action on business enabling reforms (SABER) Program

The SABER Program aims to support all 36 states (and the FCT) to implement the most critical state-level business enabling reforms, which in turn is anchored in the National Development Plan (NDP) 2021-2025’s Business Environment, Trade and Competitiveness Pillar, which is implemented through PEBEC’s federal and PEBEC-NEC’s state initiatives. PEBEC’s mandate was articulated in the Economic Recovery and Growth Plan (ERGP) 2017-2020 and subsequently retained in the NDP 2021-2025. The SABER Operation consists of a USD730 million Program-for-Results (the Program) and a USD20 million Investment Project Financing (IPF) component (the Project).
